Bhubaneswar: Board of Secondary Education (BSE) conducts Odisha Teachers' Eligibility Test (OTET) today in all over the state.  90,000 candidates to appear for Odisha Teachers' Eligibility Test (OTET) at 199 centres across State today.

Every year Government of Odisha conducts Odisha TET Exam for the candidates. Government conducts OTET Exam for the candidates those who want to become primary class teacher and also for those who wants to become upper primary class teachers.

Those candidates who want to become primary or upper primary class teacher must have to appear in TET (Teachers Eligibility Test) conducted by the state Government. Selected candidates in OTET can apply in primary schools of Odisha and upper primary schools of Odisha.

नई दिल्ली । सेंट्रल टीचर एलिजबिलिटी टेस्ट (सीटीईटी) के लिए ऑनलाइन आवेदन प्रक्रिया मंगलवार से शुरू हो गई। इस बार सामान्य व ओबीसी के लिए 100 से 200 रुपये और एससी-एसटी व शारीरिक रूप से अशक्त वर्ग के लिए आवेदन करना 50 से 100 रुपये तक महंगा हो गया है। देश भर में सीटीईटी की परीक्षा 21 सितंबर को आयोजित होगी। । आवेदन प्रक्रिया 4 अगस्त तक चलेगी

Cuttack, July 16:

The Odisha Teachers’ Eligibility Test (OTET)-2014, conducted by the Board of Secondary Education (BSE), will be held on August 10 instead of the earlier announced date of July 20.

The announcement was made by Board of Secondary Education, Odisha president Dakshya Prasad Nanda today.

As announced earlier, the test would be held in 199 centres in the state, BSE sources said.

The test is held for candidates aspiring to become teachers in primary and upper primary schools in the state.

OTET is a compulsory examination for all B.Ed qualified candidates to be considered for teacher’s jobs in schools run by the government and private managements.

The board of secondary education (BSE) on Wednesday announced that the Odisha Teachers’ Eligibility Test (OTET)-2014 sheduled to be held on Sunday (July 20) has been postponed to August 10.

The OTET test, which is mandatory for all Bachelor of Education degree holders, who wish to become teachers in primary and secondary schools in Odisha, would be held in 199 centres across the state this year, informed BSE sources.

सी टी ई टी / टी ई टी से छूट तो स्वयं कोर्ट भी नहीं दे सकती , क्यूंकि आर टी ई एक्ट संविधान का एक हिस्सा है ,
और केंद्र सरकार के गजट नोटिफिकेशन में प्रकाशित है ।
अब यह छूट संविधान में परिवर्तन के तहत ही मिल पाएगी

मेरा कहना है की आर टी ई एक्ट के तहत शिक्षक बनने के लिए टी ई टी / सी टी ई टी से छूट किसी को नहीं अगर समुचित मात्रा में योग्य टी ई टी
पास शिक्षक उपलब्ध है तो ।

अभी हाल ही में नैनीताल हाई कोर्ट ने निर्णय दिया है की टी ई टी से छूट तो एन सी टी ई और उत्तरांचल राज्य सरकार भी नहीं दे सकती ,

उत्तर प्रदेश में भी दो बार ट्रिपल बेंच बैठ चुकी है जिसमें एक ट्रिपल बेंच ( तीन जजों की बेंच) खास तोर से टी ई टी में छूट देने के सन्दर्भ में बनाई गयी थी ।
जिसमें साफ़ किया गया की टी ई टी से छूट संभव नहीं

सीटैट के बगैर भी बन सकेंगे शिक्षक 

केंद्रीय शिक्षक पात्रता परीक्षा (सीटैट) पास किए बगैर भी आप शिक्षक बन सकते है। केंद्रीय प्रशासनिक पंचाट (कैट) ने शिक्षकों की कमी दूर करने के लिए केंद्र व दिल्ली सरकार से शिक्षक नियुक्ति में सीटैट की अनिवार्यता में छूट देने का निर्देश दिया है। पंचाट ने सरकार से सीटैट की जगह अनुभव को तरजीह देने का निर्देश दिया है।

पंचाट के न्यायिक सदस्य ए.के. भारद्वाज और बिरेंद्र कुमार की पीठ ने यह आदेश सीटैट की योग्यता नहीं होने की वजह से नौकरी से निकाले गए ठेका पर कार्यरत शिक्षकों की ओर से दाखिल याचिका का निपटारा करते हुए दिया है। पीठ ने अपने फैसले में शिक्षा के अधिकार अधिनियम की धारा-23 का हवाला देते हुए कहा है कि प्रशिक्षित शिक्षकों के अभाव में केंद्र सरकार अधिसूचना जारी कर शिक्षकों की नियुक्ति में शिक्षक पात्रता परीक्षा पास करने की अनिवार्यता में छूट दे सकती है।

पीठ ने सरकार से सभी याचिकाकर्ताओं को दोबारा नौकरी देने पर विचार करने का निर्देश दिया है। गौरतलब है कि केंद्रीय प्रशासनिक पंचाट में केंद्र सरकार और केंद्र शासित प्रदेशों में नियुक्ति, प्रमोशन एवं अनुशासनात्मक कार्रवाई से संबंधित विवादों का निपटारा किया जाता है।

कॉन्ट्रैक्ट / ठेका कर्मियों को बगैर टेट हटाया जा रहा था और उसके बारे में केंद्र सरकार  की ट्रिब्यूनल कोर्ट ने निर्णय दिया है , अगर
प्रशिक्षित (टेट पास ) कर्मी नहीं मिलते है , तो अप्रशिक्षितों से काम चलाया जा सकता है ।
हिंदुस्तान  में बहुत सारे विभागों के अपनी कोर्ट स्वयं होती है , जिस से वह जल्द फैसले दे कर काम काज में आ रही बाधा को हटा सकें ,
ऐसे ही केंद्र सरकार ने केंद्रीय प्रसाशनिक प्राधिकरण  ( सेंट्रल एडमिनिस्ट्रेटिव ट्रिब्यूनल ) बना रखी है ।

संविधान के तहत न्याय पाने के लिए उस से ऊपर हाई कोर्ट , फिर सुप्रीम कोर्ट है

The Shiksha Sahayaks (para teachers), who are opposed to the mandatory Odisha Teachers Eligibility Test (OTET), have approached the High Court seeking to quash the decision of the State Government making the test compulsory for them.At least five writ petitions have been filed in the High Court in which the Shiksha Sahayks have claimed that since they are not appointed as regular teachers in schools, the OTET should not be mandatory for them.

Taking up the petitions for an analogous hearing, Justice Kumari Sanju Panda on Tuesday issued notices to the State Government asking it to file counter-affidavits. The case is likely to come up for further hearing soon, sources said.
It may be mentioned that the Board of Secondary Education (BSE) has fixed December 2 to conduct the eligibility test for school teachers, including the para teachers.The OTET is an essential eligibility criterion for any teacher to be recruited as per the norms of the National Council for Teachers’ Education.

 Odisha Teacher Eligibility Test (OTET) on July 20. This was informed by the Board Secondary Education Chief Daskhya Prasad Nanda today.

Mr. Nanda said that the test would be held in 199 centres in the state. Candidates can download their admit card from the BSE website www.bseorissa.nic.in

In accordance to the section 23(1) of the RTE Act, 2009, the National Council for Teacher Education has laid down minimum qualification for any candidate to be eligible for appointment as a teacher at elementary level. As per the NCTE notification dated 23rd August, 2010, one of the essential qualification for any candidate for appointment as a teacher is that he/she should pass the Teacher Eligibility Test (TET) which will be conducted by Government. The TET conducted by the Government of Odisha, School and Mass Education Department is named as Odisha Teacher Eligibility Test (OTET).
