Sarkari Teacher Bharti: ओडिशा राज्य सरकार ने अपने सरकारी स्कूलों में गवर्नमेंट शिक्षकों की बंपर भर्ती का ऐलान किया है. ये भर्ती टीजीटी यानी ट्रेंड ग्रेजुएट टीचर, संस्कृत शिक्षक, हिंदी शिक्षक के पदों पर की जाएंगी.

OSSSC Recruitment 2024: ओडिशा सब-ऑर्डिनेट स्टाफ सिलेक्शन कमिशन (OSSSC) ने नई भर्ती का नोटिफिकेशन जारी किया है. आयोग ने एसटी, एससी विकास, एम और बीसीडब्ल्यू विभाग के तहत सरकारी स्कूलों में शिक्षकों की 2000 से अधिक पदों पर भर्ती के लिए यह नोटिफिकेशन जारी किया है. ये भर्तियां सरकारी स्कूलों में शिक्षकों के जिला कैडर पदों की विभिन्न श्रेणियों के लिए हैं. सरकारी टीचर बनने की चाह रखने वाले उम्मीदवार इस भर्ती के लिए आधिकारिक वेबसाइट www.osssc.gov.in पर आवेदन कर सकते हैं. अभी आवेदन की प्रक्रिया शुरू नहीं है, ओएसएसएससी भर्ती 2024 के लिए ऑनलाइन आवेदन फॉर्म 1 अप्रैल से 30 अप्रैल 2024 तक भरे जाएंगे

High school teachers in state face quality test

BHUBANESWAR: The state government has decided to conduct Odisha Secondary School Teacher Eligibility Test (OSSTET) for high school teachers with an aim to ensure quality of education at secondary school level.
The Board of Secondary Education (BSE) will be in charge of conducting the examination. "Although it was decided to conduct the OSSTET since 2014, the BSE is yet to decide the dates and other modalities of the examination," said BSE chairman, D P Nanda.
However, secondary education director, Ratnakar Rout, said notification for the test will be announced soon.
There are around 76,000 teachers, teaching in as many as 7,000 high schools in the state.
The OSSTET certificates will be valid for seven years and there shall be no restriction on the number of attempts a person can take for acquiring the certificate. The annual test will have multiple choice questions. The minimum pass mark in each subject is 60% for general category students and 50% for SC, ST, physically handicapped and OBC categories, official sources said.
Several teachers' associations are opposed to the test, saying that the government should ensure infrastructure and address issues concerning salary and basic facilities to the teachers, first.

"Around 40,000 teachers belong to block grant schools where they don't get salary, but monthly remuneration. Of the 22,000 government teachers, a large number are on the verge of retirement, while over 19,000 posts are lying vacant. Who is the government conducting the test for," asked Odisha Secondary School Teachers Association general secretary, Prakash Chandra Mohanty.
Many teachers rued that the BSE should conduct orientation programmes and refreshers courses for teachers in regular intervals, but no such event has been held for years.

केंद्र सरकार शिक्षा के अधिकार (आरटीई)कानून के तहत राज्यों को शिक्षकों की नियुक्ति के नियमों में और पांच साल के लिए ढील दे सकती है। इससे जहां बीएड डिग्रीधारियों के लिए प्राइमरी शिक्षक नियुक्त होने के मौके बढ़ेंगे। वहीं, स्कूलों में पहले से कार्यरत अस्थाई शिक्षकों, शिक्षा मित्रों, अप्रशिक्षितशिक्षकों को जरूरी योग्यता हासिल करने का मौका भी मिलेगा।
शिक्षा के अधिकार कानून- 2011 में लागू हुए प्रावधानों के तहत पांच साल के भीतर स्कूलों में छात्र-शिक्षक अनुपात के अनुसार शिक्षक नियुक्त किए जाने थे। इसी प्रकार जो शिक्षक अप्रशिक्षित थे, उन्हें न्यूनतम योग्यताएं हासिल करनी थी, ताकि उनकी सेवाएं जारी रखी जा सके। लेकिन पांच साल में शिक्षकों की नियुक्तियां नहीं हो सकी। न ही सभी अप्रशिक्षित शिक्षक ट्रेंनिंग हासिल कर सके। उल्टे केंद्र सरकार ने उत्तर प्रदेश, उत्तराखंड, पश्चिम बंगाल, बिहार समेत डेढ़ दर्जन राज्यों को बीएड डिग्रीधारियों को प्राइमरी शिक्षक नियुक्त करने की अनुमति दे दी। लेकिन शर्त यह रखी कि वे प्राइमरी शिक्षक की छह महीने की विशेष ट्रेनिंग लेंगे। लेकिन यह कार्य पूरा नहीं हो सका।
सूत्रों के अनुसार नेशनल काउंसिल फॉर टीचर एजुकेशन (एनसीटीई) ने केंद्र को कहा है कि शिक्षकों की नियुक्ति और न्यूनतम अर्हता हासिल करने की समय सीमा को पांच साल के लिए और बढ़ाकर 2020 कर दिया जाए। राज्यों की तरफ से भी केंद्र को सुझाव आए हैं। इस मुद्दे पर केंद्र सरकार ने 8 फरवरी को दिल्ली में राज्यों के साथ एक उच्च स्तरीय बैठक बुलाई है। इसमें इस मुद्दे पर चर्चा होगी और फैसला लिया जाएगा। बता दें कि जिन राज्यों को शिक्षा के अधिकार अधिनियम के तहत छूट दी गई हैं वे 31 मार्च 2016 को खत्म हो रही है।
जमीनी सच्चाई- 19.83 लाख शिक्षकों के पद आरटीई के तहत स्वीकृत,
14.15 लाख शिक्षकों की ही हुई भर्ती-
80 फीसदी कार्यरत शिक्षकों के पास ही पेशेवर डिग्री, शेष अप्रशिक्षित हैं या उनकी डिग्री मान्य नहीं है-
06 लाख के करीब हैं अप्रशिक्षित या गैर मान्यता प्राप्त डिग्री धारण करने वाले शिक्षक,जो पढ़ा रहे हैं- बीएड, या अन्य अप्रशिक्षित शिक्षकों के प्रशिक्षण के लिए इग्नू एवं अन्य विश्वविद्यालयों ने ऑनलाइन कोर्स शुरू किए-
35 से 40 हजार शिक्षक सालाना के दर से ही इन ऑनलाइन पाठ्यक्रमों में लोगों कोप्रशिक्षित किया जा सका है
बीएड डिग्रीधारियों को होगा फायदा
देश में शिक्षक प्रशिक्षण की करीब 14 लाख सीटें हैं। इनमें से 75 फीसदी सीटें बीएड की हैं, जबकि बाकी सीटें प्राइमरी डीईएलएड की हैं। इसलिए यदि आरटीई में शिक्षकों से जुड़ी छूट की अवधि बढ़ती है, तो बीएड डिग्रीधारियों कोफिर फायदा होगा। राज्यों को उन्हें प्राइमरी शिक्षक नियुक्त करने की छूट फिर से मिल सकती है।

The Odisha Teachers' Eligibility Test (OTET) will be conducted on December 7, announced Board of Secondary Education, Odisha President Dr Dakshya Prasad Nanda on Wednesday.

The test will be held in two shifts. The first shift will be from 10 am to 12.30 pm and the second shift will be from 2 pm to 4.30 pm. Dr Nanda informed that out of total 93,952 candidates, 50,634 will appear for Paper-I in the first shift while 43,318 candidates will appear for Paper-II in the second shift. The test will be conducted at 207 centres across the state.

As per the norms of the National Council for Teachers’ Education (NCTE), qualifying OTET is a essential to be appointed as a teacher in a school. OTET is held twice in a year in Odisha.

The first OTET was held on August 10 this year in which about 90,000 applicants had appeared. The results were announced on September 1.

Cuttack, Sept 1:

BSE OdishaThe result of the Odisha Teachers’ Eligibility Test (OTET), conducted by the Board of Secondary Education (BSE), Odisha, was announced today.

While of 7550 candidates have qualified in Paper-1, 5542 candidates have qualified in Paper-II.

The results of the test would be available in the website of the Board www.bseodisha.nic.in at 11 AM tomorrow on 2nd September 2014.

The next OTET would be held on the first Sunday in December this year, sources in the Board said.

Cuttack, July 16:

The Odisha Teachers’ Eligibility Test (OTET)-2014, conducted by the Board of Secondary Education (BSE), will be held on August 10 instead of the earlier announced date of July 20.

The announcement was made by Board of Secondary Education, Odisha president Dakshya Prasad Nanda today.

As announced earlier, the test would be held in 199 centres in the state, BSE sources said.

The test is held for candidates aspiring to become teachers in primary and upper primary schools in the state.

OTET is a compulsory examination for all B.Ed qualified candidates to be considered for teacher’s jobs in schools run by the government and private managements.

मेरा कहना है की आर टी ई एक्ट के तहत शिक्षक बनने के लिए टी ई टी / सी टी ई टी से छूट किसी को नहीं अगर समुचित मात्रा में योग्य टी ई टी
पास शिक्षक उपलब्ध है तो ।

अभी हाल ही में नैनीताल हाई कोर्ट ने निर्णय दिया है की टी ई टी से छूट तो एन सी टी ई और उत्तरांचल राज्य सरकार भी नहीं दे सकती ,

उत्तर प्रदेश में भी दो बार ट्रिपल बेंच बैठ चुकी है जिसमें एक ट्रिपल बेंच ( तीन जजों की बेंच) खास तोर से टी ई टी में छूट देने के सन्दर्भ में बनाई गयी थी ।
जिसमें साफ़ किया गया की टी ई टी से छूट संभव नहीं

सीटैट के बगैर भी बन सकेंगे शिक्षक

केंद्रीय शिक्षक पात्रता परीक्षा (सीटैट) पास किए बगैर भी आप शिक्षक बन सकते है। केंद्रीय प्रशासनिक पंचाट (कैट) ने शिक्षकों की कमी दूर करने के लिए केंद्र व दिल्ली सरकार से शिक्षक नियुक्ति में सीटैट की अनिवार्यता में छूट देने का निर्देश दिया है। पंचाट ने सरकार से सीटैट की जगह अनुभव को तरजीह देने का निर्देश दिया है।

पंचाट के न्यायिक सदस्य ए.के. भारद्वाज और बिरेंद्र कुमार की पीठ ने यह आदेश सीटैट की योग्यता नहीं होने की वजह से नौकरी से निकाले गए ठेका पर कार्यरत शिक्षकों की ओर से दाखिल याचिका का निपटारा करते हुए दिया है। पीठ ने अपने फैसले में शिक्षा के अधिकार अधिनियम की धारा-23 का हवाला देते हुए कहा है कि प्रशिक्षित शिक्षकों के अभाव में केंद्र सरकार अधिसूचना जारी कर शिक्षकों की नियुक्ति में शिक्षक पात्रता परीक्षा पास करने की अनिवार्यता में छूट दे सकती है।

पीठ ने सरकार से सभी याचिकाकर्ताओं को दोबारा नौकरी देने पर विचार करने का निर्देश दिया है। गौरतलब है कि केंद्रीय प्रशासनिक पंचाट में केंद्र सरकार और केंद्र शासित प्रदेशों में नियुक्ति, प्रमोशन एवं अनुशासनात्मक कार्रवाई से संबंधित विवादों का निपटारा किया जाता है।

कॉन्ट्रैक्ट / ठेका कर्मियों को बगैर टेट हटाया जा रहा था और उसके बारे में केंद्र सरकार की ट्रिब्यूनल कोर्ट ने निर्णय दिया है , अगर
प्रशिक्षित (टेट पास ) कर्मी नहीं मिलते है , तो अप्रशिक्षितों से काम चलाया जा सकता है ।
हिंदुस्तान में बहुत सारे विभागों के अपनी कोर्ट स्वयं होती है , जिस से वह जल्द फैसले दे कर काम काज में आ रही बाधा को हटा सकें ,
ऐसे ही केंद्र सरकार ने केंद्रीय प्रसाशनिक प्राधिकरण ( सेंट्रल एडमिनिस्ट्रेटिव ट्रिब्यूनल ) बना रखी है ।

संविधान के तहत न्याय पाने के लिए उस से ऊपर हाई कोर्ट , फिर सुप्रीम कोर्ट है
